What you get
Congestion Charge: a Disabled Tax Class vehicle is automatically exempt with no registration needed; a Blue Badge holder can register (£10/year, renewed with the badge) up to two vehicles for a 100% discount. ULEZ: three separate time-limited 'grace periods' give a 100% discount to Disabled Tax Class vehicles, Wheelchair Accessible Vehicles, and holders of PIP/DLA/ADP/CDP mobility awards, War Pensioners' Mobility Supplement or AFIP (plus some medical-criteria routes) — each currently runs to October 2027, not indefinitely.
Who qualifies
London drivers/passengers who are Blue Badge holders, hold a DVLA 'disabled' tax class vehicle, or receive a mobility-related disability benefit; both charges only apply inside their respective London zones.
